Consent to Establish (CTE) and Consent to Operate (CTO) under the Red, Orange, and Green categories will be awarded for a maximum of five years. Any business entity that changes its business activity or expands must apply for a fresh consent/CTO from the Uttar Pradesh Pollution Control Committee. The step-by-step procedures for gaining approval from the UPPCB are as follows:
Verification of Business Activities
All industries applying for a consent certificate must first validate their business activities. Once the verification is completed, industries are further segmented based on business activity. For the white category, industries can submit documents online. The business entity must provide a hard copy to UPPCB, along with a signature.
About the Green and Orange categories, it is required to decide whether the site is on the list of industrial areas; if so, the industry must submit the documents online at the UPPCB official website.
SDM Letter
If the site is in a redevelopment zone, an SDM letter or an industry assessment letter must be provided; otherwise, refusal of the UPPCB agreement is required.
Online Submission of Documents
Once the checks are completed, the industry must submit the required documents online.
CTE Generation
In the white category, the UPPCB Undertaking Generation will be generated, while in the orange/green category, the UPPCB CTE Application will be created.
Submission of Hard Copy
Along with the signature, the business must produce a paper copy of the CTE application/UPPCB Undertaking. A while later, the board issues a CTE declaration.
Pollution Control Devices
Finally, the industry must decide whether there is a need for pollution control devices. If the response is positive, it is necessary to install pollution control equipment. The UPPCB Lab will monitor equipment control.
Generation and submission of UPPCB CTE/CTO applications
Following that, an application for CTO is generated. The industry must submit the CTO application to UPPCB, together with the signatures. The CTO certificate is granted after all verifications have been completed.
