What is ROHS Approval?

ROHS means Restriction of Hazardous Substances, and it is an EU directive (2002/95/EC) that limits the incorporation of six hazardous materials in electrical and electronic equipment (EEE). The directive’s objective is, ultimately, the reduction of the adverse impacts of such substances on human health and the environment, particularly in the context of product waste and recycling. The six restricted substances under ROHS are.

Polybrominated Biphenyls (PBB)

Polybrominated Diphenyl Ethers (PBDE)

The ROHS certification guarantees that the electrical and electronic products remain below the regulation values of the following hazardous substance and so on. Certification Restrictions Under ROHS

Substance Limits: - The maximum concentration of the restricted substances is specified in the ROHS. For instance, the concentration of lead is capped at 0.1% by weight in pure materials whereas cadmium's concentration is capped at 0.01%. If a product is transgressing these thresholds, it is not eligible for marketing in EU.

Third-Party Testing: - Compliance testing for ROHS certification is required by manufacturers and is required to be verified by an accredited, testing laboratory. Testing results must be recorded and archived for regulatory reasons. ROHS certification cannot be granted without adequate test results and verification.

Exempted Products Under ROHS Certification

Although with the implementation of ROHS, most electronic and electrical devices need to comply with ROHS, some of the products are exempted from the certification of ROHS. Some of the key exemptions include:

  • Medical Devices: – Some life-saving medical device devices are possibly not covered under ROHS restriction. Nevertheless, as of 2017, medical devices on sale in the EU also fall under ROHS 2, although with some exceptions possible in certain devices.

  • Monitoring and Control Instruments: – Devices for [and] monitoring or control of processes that are not to be consumed by the end user may not be covered by ROHS. These can include industrial control systems or monitoring equipment.
  • Military and Aerospace Equipment: – There may be military and aerospace products, because of its special status and strict compliance with ROHS requirement, need to be exemption from ROHS certification need. Such products can include unique safety measures which, on balance, result in its predisposed environmental harm.
  • Spare Parts and Components: – Parts for those products that are used only as spare parts for a model of old electronic or electrical equipment that was produced before the regulation for ROHS was put in place would be exempted. This is especially true for products old enough to still be in use, or replacement parts.


Goods not in the scope of electrical or electronic equipment, e.g., some kitchen appliances or tools, shall not necessarily be required to comply with ROHS.

The Process of ROHS Certification

Obtaining ROHS certification involves several critical steps. Companies must follow a detailed process to ensure that their products meet the required environmental standards. Following is a description of the procedure followed to obtain the ROHS certification.

1. Product Assessment and Documentation

The initial step in the certification process requires engineers to evaluate the materials and components in the product. Manufacturers should record the composition of the products’ ingredients such as metals and/or chemicals in order to determine, if present, any hazardous ingredients. Correct and detailed description of the product’s composition is also a key to proceed with the certification process.

2. Substance Testing and Analysis

After determining the product composition, the next process is to assay the product to evaluate whether any of the restricted substances are above the permissible limits. This type of testing is usually done by certified laboratories with unique methods, e.g., X-ray fluorescence (XRF) or inductively coupled plasma mass spectrometry (ICP-MS). The goal is to ensure that the levels of lead, mercury, cadmium, hexavalent chromium, PBB, and PBDE are within permissible limits.

3. Declaration of Conformity

The conformity of products should be assessed after testing, and the manufacturer is required to submit a Declaration of Conformity indicating that the product possesses ROHS characteristic. The following documentation needs to contain out test results, a specification sheet of the product and a manufacturer compliance statement.

4. Certification and Marking

Having the product passed upon all testing and documentation of requirements, the producer can finally advertise and qualify the product as ROHS compliant. The product can be sold in the EU and other areas that follow ROHS rules. The product must also be marked with the ROHS compliant mark, meaning that the product complies with the limitations of directive.

5. Ongoing Monitoring and Audits
